One at a Time: Green Codes with Mixed Use or Phased Projects


CALGreen Chapter 3 provides some guidelines for mixed occupancy and phased projects. Specifically, CALGreen states that in mixed-occupancy buildings each portion of the building is required to include the green measures applicable to separate occupancies.


For phased developments, "shell" buildings are specifically identified, and CALGreen 303.1 indicates that only those code measures relevant to the newly constructed components and systems shall apply. The remaining provisions apply to the "initial" tenant improvement.


CALGreen also includes other general guidance. for instance , in cases where there could also be conflicting regulations, CALGreen 101.6 indicates that the more "restrictive" provision governs. Similarly, within the event of overlapping regulations, the more specific provisions govern.


For complex projects like mixed-use and phased developments, design teams must carefully consider which green measures are applicable. especially , green requirements that apply outside the building are especially challenging to interpret. Consider the subsequent example: How does one apply the outdoor water use provisions, construction waste reductions, or the sunshine pollution reductions that differ by occupancy for brand spanking new residential/commercial mixed-use projects?


The occupancies (or buildings) could also be separate or connected in various orientations during a podium structure. In each case, are the residential regulations applied consistent with pro-rated area, volume, footprint, or another measure? Are there existing ordinances that conflict with CALGreen? Such questions suggest there could also be differing opinions among developers, designers, and regulators. In such situations, it's necessary to align expectations early, and a competent third-party green professional might be essential to assist develop acceptable alternatives for the approved design.
